The FA Club Rules (Key Areas)
1. Respect & Behaviour

Clubs must adopt and enforce the FA Respect Code of Conduct for players, coaches, parents, and officials.

Discriminatory, abusive, or violent behaviour is not tolerated.

All clubs are responsible for the conduct of their members and supporters.
2. Safeguarding Children
-
Every youth club must appoint a Club Welfare Officer (CWO) trained in child safeguarding.
-
All coaches/volunteers working with under-18s must be DBS-checked (criminal record check).
-
Clubs must follow The FA’s safeguarding policies and report any concerns immediately.
3. Club Administration
-
Clubs must be properly affiliated each season with their County FA.

They must maintain an up-to-date constitution or club rules document covering:

Name of the club
-
Aims and objectives
-
Membership process
-
Club officials (Chairperson, Secretary, Treasurer, Welfare Officer, etc.)
-
How decisions are made (committee meetings, AGMs, etc.)
-
Finance and bank account rules
-
Disciplinary procedures
-
4. Equality & Inclusion
-
Clubs must comply with The FA’s Equality Policy.

No discrimination based on gender, race, religion, disability, or sexual orientation.
-
Opportunities must be open and fair for players, coaches, and volunteers.
5. Discipline
-
Clubs are bound by The FA’s Rules and Disciplinary Regulations.
-
Misconduct by players, coaches, or spectators can lead to fines, suspensions, or points deductions.
-
Clubs are responsible for paying fines and ensuring sanctions are served.
6. Health & Safety
-
Clubs must ensure pitches, facilities, and equipment are safe.
-
First aid provisions must be in place at training and matches.
-
Risk assessments should be carried out regularly.
