To give clubs a clear vision for growth and improvement.

To help clubs deliver safe, fun, inclusive football for all ages and abilities.

To align clubs with FA standards (safeguarding, equality, coaching, facilities, etc.).
2. Core Areas of a Development Plan
🔹 Club Vision & Values

Mission statement — why the club exists.

Core values (respect, inclusivity, player development, community focus).
🔹 Safeguarding & Welfare

Ensure Club Welfare Officer is in place and trained.

All coaches/volunteers DBS checked.

Safeguarding policy visible and communicated to all.
🔹 Coaching & Player Pathways

Qualified coaches with FA coaching badges.

Player development plans (for youth and adult teams).

Opportunities for female players, disability football, and recreational formats (e.g., walking football, futsal).
🔹 Workforce & Volunteers

Recruit and retain volunteers.

Provide training and support for coaches, referees, and club officials.

Recognise and reward volunteer contributions.
🔹 Facilities & Equipment

Maintain safe pitches and equipment.

Plan for facility development (working with local councils, schools, or County FA).

Access to training venues all year round.

3. FA Support

County FAs and The FA provide templates and guidance for development plans.
